When you change the volume in Windows, your settings are retained at the next startup. So if you have turned off the sound, the sound will be muted at the next startup. The Start Volume application will let you always start Windows with the same volume.
1-Download Start Volume on its author's website.
2-Open the downloaded file.
3-Click Extract All.
4-In the wizard that opens, click Extract.
5-Double-click the start volume.exe file.
6-Choose the desired volume at startup.
7-Check the Run at startup box to have the setting automatically applied at startup and confirm with OK.
8-At each start, the volume will be set at the selected level.
